Raʾfa is the softest word Arabic has for pity. The lexicons place it a step gentler than raḥma, and closer in — mercy that is moved rather than merely disposed.

The root is in the text, though, including in an instruction not to let raʾfa stop you carrying out a judgement — which tells you how strong a pull it was assumed to be.
